…uide and code owners The repository now carries the development process it follows (dev/PROCESS.md), the package-level specification (dev/specification.md), one work package recorded as intent, specification and plan (dev/work/2026-09-01-performance/) with templates for the next, a review policy (REVIEW.md), a contributing guide, code owners, and a plan line in the pull-request template. No code, test or fixture changes.
