The process chain was written while development still sat on acir-package.
That branch was retired in #19 and deleted, so a policy scoped to it and to
main now names one branch that exists and one that does not; every pull
request goes into main.

The gate table's count was nine. A pull request's head commit carries ten
checks: bench, lint, pkgdown, test-coverage, and the six R-CMD-check matrix
jobs (macOS release, Ubuntu 4.1, devel, oldrel-1 and release, Windows
release). Counted from the check runs on this repository's last two merges
rather than from the workflow files, because the matrix decides the number.
