Fix resizing of Tweet dots, especially in the case of overlapping tweets

Tweets should probably be a fixed size with respect to the window size and should not scale as you zoom in/out of the map. Overlapping Tweet dots should react to mouseover somehow such that all overlapping Tweets can be viewed access.
