Make IGSDB return all data as BED-JSON

In #352, we have extended BED-JSON by the keys "serverSpecific": "igsdb" so that the International Glazing and Shading Database (IGSDB) can share all data as BED-JSON. IGSDB should now be updated to share all data as BED-JSON.

LBNL does not plan to use the BED-JSON format in the IGSDB at this time.
