Honesty
c0.19.4 is already on master (#148 @1242c467) and uploaded asmemnet-llm==0.19.4.This PR only drops leftover “last published wheel is 0.19.3 / until 0.19.4 upload” wording. Left open (not auto-merged) because a release tag was also pushed, and because CI is not fully green.

No 0.20. Historical 0.19.3 changelog rows are left as they were at that cut.

test (3.11)passed.test (3.12)failed on timing budgets intests/test_efficiency.py(exact where2052 ms andAND where2149 ms vs< 2000ms for 50×5000 rows). Unrelated to this docs diff. Needs a human re-run or a separate efficiency-test budget cut.
