fix(commit-detail): prevent TypeError when overview data is null

Description

This PR addresses a TypeError: null is not an object (evaluating 't.private') occurring in the CommitCoverage component.

The root cause was that overview.private was being accessed directly on line 184 of CommitCoverage.jsx.

overview is the data returned by useRepoOverview, which uses a standard useQuery hook. This hook returns null while the data is being fetched (i.e., in-flight).

To fix this, optional chaining (?.) has been added to overview.private. This ensures that the property access is safe even when overview is null, preventing the component from crashing during its initial loading state.
