Improve 1.9.0 release

1.9.0 needs a lot of review to more carefully support changes in dbt since 1.6.x.

• implement data_type_code_to_name() in SQLiteConnectionManager
• review all our classes and see if we're missing implementations of new methods added since dbt-core 1.6.0. in particular, review anything changed or added in 1.8.0, which involved a major overhaul of adapter code. see Adapter Maintainers: Upgrading to dbt-core `v1.8.0` dbt-labs/dbt#9798
• re-enable and fix test_ephemeral.py
• see if any new tests need to be added to our suite: these are mostly imported directly or with some tweaks from stock adapter tests
