Restore Draper full brand and design critique layer

Summary

• Restores the Draper CMO copy/messaging layer at full fidelity over the narrowed visual/CBS dev-scope package: all five critique lenses (visual identity, written identity, messaging integrity, interactive quality, brand coherence), the never-create/never-suggest/never-modify gates, the COMPLIANT-to-NON-COMPLIANT verdict scale, VERIFIED/HIGH/MEDIUM confidence discipline, and the evidence-test workflow with its cleanup rule
• Pins the source in the package header: abklabs/agents plugins/cmo/agents/draper.md at c045b52aaa74da7de9f69eb1a3ff34fdd97d9bab (sole commit touching the file)
• Enumerates every deviation from the original in the package header: in-repo brand references instead of the brand-identity skill plus agents-repo reference paths, dropped frontmatter model pin, evidence tests on the mounted tool surface, dropped do-not-commit restatement, fleet-translated out-of-lane routing names, report mapped onto the worker envelope, and fleet fields (maySpawn false, REVIEW_TOOLS, modelRole review, tier leaf) kept as a deliberate choice because the original is a pure critique lane with no dispatch, publish, or fix authority
• Retires marketing copy pipeline from the out-of-lane list and routes copy/messaging critique back to Draper in the Skywalker quick-routing line
• Raises the Draper prompt-size budget for the deliberate restore (measured 16403 chars / 16489 bytes, plus the standard allowance), following the gaasbot restore precedent
