The v0.3.0 repin retired the vendored types tree to npm, but this manifest still asked for a workspace version, so check:packages could not resolve it.

check:packagesfails on main:packages/artifacts-hubstill declares@intx/typesasworkspace:*, but the v0.3.0 repin retired that vendored tree to the npm publish, so there is no workspace package to resolve. Swept every other retired@intx/*name — this was the only manifest missed.
