CL-7588: catalog administration UI-only. Deletes the Workbench-side workflow-catalog-admin mirror (routes+tests), write tools (create/set-priority/disable offerings); tool/client read-only over native tenant-admin catalog routes; hub unmounts /api/workflow-catalog-admin; seeding/onboarding read native /models discovery. +137/-1503 across 15 files. Fixes CL-7588.
