Add final GSoC report and release docs

Summary

• Add a Google Summer of Code 2026 final report and link it from the README
• Add user, developer, and distribution documentation
• Add local release packaging for binary archives
• Add a GitHub Actions release workflow for macOS and Linux builds

Context

This consolidates the final GSoC submission/report material with the release and documentation cleanup on top of the current main branch. The final report gives GSoC reviewers a stable page that explains project goals, completed work, current state, key PRs/commits, how to run the project, lessons learned, and remaining work.
