Mill’s first-run and maintenance controls were difficult to exercise end to end and left recovery and release-evidence gaps. This change completes the approved MREV follow-through: guided proposal assessment, state migration and recovery, verified release evidence, pnpm qualification, retained artifacts, development evidence, and reconciled documentation.
It also closes independent-review findings: genuine v1 state upgrades create worker tables; pnpm snapshot verification rejects dangling links; repeated baseline artifacts are isolated; and OCI artifact transport handles bounded multi-file paths, including apostrophes.
