Mill lacked a single promotion decision shared by local maintainer review and admitted delivery, review guidance could not be selected from repository-owned policy, and model usage was not consistently visible by phase or bounded between calls.
This change adds a deterministic promotion evaluator, repository-owned path/risk review checklists, measured phase usage including failed calls, and an optional aggregate model-token guard. It updates the schemas and public documentation and prepares version 0.10.0.
