Fix CI validation and prepare public release

Summary

• make GitHub Actions skip the physical Windows/HID probe that cannot run in CI
• retain the wired EVO80 smoke test for local Windows PowerShell runs
• remove the owner-only initial publishing checklist from the public repository
• add the public UI screenshots and the real clone URL to the README

Validation

• Release build: passed (0 warnings, 0 errors)
• Installer build: passed
• Portable/package checks: passed
• Installed startup and single-instance integration checks: passed

The CI workflow will run the same portable/source checks in PowerShell 7 with live-device checks explicitly skipped.
