Why the change

Every build swapped in the published snapshot's copy of any artifact whose version it had already published; after two same-minute merges that swap breaks the master snapshot and every PR build.

The parent POM gave tycho-p2-plugin the latest published snapshot as its
baseline repository, so every build replaced an artifact with the published
one whenever the published site already had the same version. Qualifiers
are commit times to the minute, so two merges that change bundles of one
feature within a minute give the feature the same version with different
content. The build then swapped in the previous snapshot's feature, which
pins the old bundle versions, and resolving the umbrella feature failed
(snapshot of 962cabd). Without the swap each build publishes what it
built. The version check against the last release is unchanged.
