When Panda returns an active orphan whose ID already exists locally with status DELETED—for example, immediately after cancellation while the provider's card list is stale—localCard is absent, adoption selects that provider card, and this insert conflicts with the deleted row. This branch then enqueues credit and returns without restoring the row to ACTIVE, so approval appears finalized while card reads and mutations continue to ignore the only provider-active card; subsequent retries repeat the same no-op. Reconcile the conflicting row's status and card metadata before treating finalization as complete.
