Raises the toolkit to v0.224.0, which brings crdt v0.25.0 with it. Nothing here uses what arrived in `crdt/structured` since — rich text, a chunked blob store, ink, a movable tree, a counter, a movable sequence — this is what makes them reachable, and stops the pin drifting further. Renovate would normally do this. It is installed on `openweft` only, and even there it has opened PRs for one repository, so the fleet is being caught up by hand for now. Suite green locally, `go vet` and `gofmt` clean.
