Import tenants delta from hasna/tenants (history-preserving, merge-commit)

Org hasna/tenants moved past the import freeze (310b7600 -> e74cb94, "chore(contracts): add hasna.contract.json (#11)"). This imports the delta into apps/tenants via the capsule pattern (nested org tree, parent = freeze rewrite 5075cc7, merge-commit).

• Census (two-sided): tenants dropped from MANIFEST_MISSING_EXCEPTIONS; added to CONTRACTS_EXCEPTIONS (manifest_valid at pinned 0.4.2 — backend-era manifest vs mode-era validator, kitVersion 0.10.6, reconcile task 03671218) and KIT_VERSION_EXCEPTIONS (0.10.6 vs 0.4.2).
