Import treasury delta from hasna/treasury (history-preserving, merge-commit)
Org hasna/treasury moved past the import freeze (0ac89bfb -> e365dc3, "docs: canonicalize iapp-controls reference in README (#3)"). Imported via the capsule pattern (nested org tree, parent = freeze rewrite 6426dda, merge-commit).
