Fix completed series without active directory

Summary

• fixes the residual config-validator mismatch discovered by the final read-only status after PR Fix completed intake archive reconciliation #175
• permits an absent empty active collection only in SeriesManifest mode, because Git does not preserve empty directories
• keeps DirectoryStrict behavior unchanged
• adds the real absent-directory case to all three Bash/PowerShell fixture suites and documents the boundary
• refreshes deterministic project statistics

• all three preset fixture suites pass through Bash and PowerShell
• all six real config-validator invocations report Aligned, zero active intakes, 10 series targets, and nextAction: N/A
• PSScriptAnalyzer 1.25.0: 72 files, zero warnings or errors

Boundaries
