[api] Add checkpoint hash to snapshot state - #199

- Improvement - Add `SnapshotState.checkpoint_hash` at field 6 for the checkpoint hash recorded on a mismatch, leaving existing fields unchanged. - Regenerate the Go bindings. Schema-only change.
