Proposal

Add `evals/fixtures/host-observations.json` for sanitized fresh-host selection results. This is not the deterministic routing corpus and does not change SKILL.md or the router.

Recorded:

  • Grok CLI implicit EN investigation: selected Pinmind, route `investigation`, `routeBeforeTaskTools: false`.
  • Four Codex CLI sessions after the README path `codex plugin marketplace add iammedved/Pinmind --ref v0.8.1`: plugin `0.8.1` at commit `5ee98ba`, both implicit and explicit RU/EN produced `investigation`. EN kept kernel before workspace tools; RU bundled a workspace search into the first command.

Safety checklist

  • I removed secrets, credentials, personal data, private URLs, and local absolute paths.
  • I included only files needed for this proposal.
  • I ran the relevant validation commands.
  • I understand that submission does not grant write or merge access and that the maintainer decides whether to apply the change.

Verification

  • `node --test tests/kernel.test.mjs tests/release-verification.test.mjs` — 71/71 pass
  • Local Codex marketplace `ref` is now `v0.8.1`; cache describe is `v0.8.1`; both plugin manifests are `0.8.1`

Keep the Grok CLI implicit EN ordering miss and four Codex CLI sessions
after marketplace add --ref v0.8.1. The ledger is not a routing corpus
and does not authorize SKILL or router edits.
