The prompt hook previously selected durable-state policy from the latest message alone, so a short continuation could contradict an active run. It now gives non-authoritative guidance while Pinmind reconciles lifecycle, current requirements, and authority from verified task state. Native read-only delegation has an executable admission path; writers retain ownership and integration gates, and worker results must match the current contract before integration.
Routing exposes distinct confirmation reasons and allows bounded read-only discovery to clarify an already requested outcome. Interactive status-card requests now reach the design specialist, with positive and negative Russian/English regressions. Passive Skillstate checkpoints remain subordinate to Pinmind and do not require a second controller.
Validation: the full local release gate and independent review pass. Six distinct native Codex scenarios passed on gpt-6-astra/xhigh, including read-only delegation, backend RED/GREEN, delegated UI work, and an in-flight contract amendment with passive checkpoints. Fresh global loading reports 9 enabled skills and 5 trusted hooks across the four-plugin kit, with no loader errors; hook trust is not a claim that every hook fired. Additional continuation and isolated metadata-recovery checks pass. Work cloud activation remains untested.
