Summary of Changes
As in #299, this is another iteration to adjust Makefile.docker_image promote_image script to post README.md on hub.docker.com for each image.
Why is this change being made?
Variable expansions weren't working on second attempt.
How was this tested? How can the reviewer verify your testing?
Not fully tested until promotion, which only happens after merge.
