[ci] Investigate Yugabyte intermittent failures with -enable_scd_hash_lock flag

Following the extension of performance testing in #1618, the CI runs against Yugabyte with the `-enable_scd_hash_lock` flag have been facing [intermittent failures](https://github.com/interuss/dss/actions/runs/32367136765/job/96418999182).
