fix(solana): ClearSign poker tournament registration

Summary

• add a narrowly scoped certified schema for SoltoshiDICE register_poker_tournament
• pin the exact program, 8-byte discriminator, data length, and first-party IDL account order
• add the captured failing transaction as a regression fixture
• cover Vault matching and ClearSign Worker discovery/catalog output
