With the committed frozen lockfile, installs now pair react@19.2.8 with react-dom@19.2.7. The popup and options entrypoints both import createRoot from react-dom/client (src/entrypoints/popup/main.tsx:2, src/entrypoints/options/main.tsx:2), and React DOM runs an exact-version startup check that throws when react and react-dom differ (https://github.com/react/react/blob/main/packages/react-dom/src/shared/ensureCorrectIsomorphicReactVersion.js). This means those UIs can fail before rendering after pnpm install --frozen-lockfile; update react-dom and its lockfile entry to the same 19.2.8 patch as React.
