Temperature and humidity values returned for sizing should describe the
conditions used to calculate the design loads. Modelica reads them at
startup and keeps them fixed, regardless of the annual simulation start
date or later thermostat schedules.

Restore TSet and XSet to the list of sizing parameters and remove them
from the list of values exchanged throughout the simulation. Explain
which heating and cooling design conditions they describe and that the
values are provided for individual zones.

This restores the original intent of the documentation alongside Spawn
commit 4230ef8654, which corrects the code to follow that intent.

Checked the edited table layout and whitespace. The documentation site
was not rebuilt.
