Expose assigned users on Discount

Summary

• Add assigned_users on the Discount entity so promo codes can be limited to specific buyers.
• Add DISCOUNT_CODE_USER_NOT_ALLOWED (233) for redemption failures.

Test plan

• Confirm Discount JSON includes assignedUsers when embedded
• Confirm existing discounts without assigned users still serialize as before
