Summary

specify generic safe residual Add-tree BatchNormalization folding under the existing CLI capability
define shared capability ownership, algebraic rewrite invariants, atomic mutation, and fail-closed behavior
provide an eight-task strict-TDD implementation plan with generated-graph and real-model validation
require real-model evidence for 232 source nodes and all four eligible BatchNormalization nodes removed (4 -> 0)

This PR contains design and planning documentation only; it does not implement production code or tests.
