VALIDATION ONLY. MUST NEVER MERGE. This temporary workflow checks out and asserts microsoft/winml-cli main at 0876e5a, hydrates a checkout-local exact-lock .venv, runs the bounded Planner current-main baseline/config/perf/eval probes, and uploads command/provenance/recipe-comparison evidence. It does not modify PR #1339 or any recipe/product source. Close after artifacts are independently verified.
