Fix perf memory lifecycle metrics

Summary

• capture process RSS before EP setup and model/session creation
• use shared lifecycle stages for WinML and WinML GenAI runtimes
• continuously sample RSS and adapter memory during inference and report non-negative peak deltas
• preserve signed end deltas for diagnostics without presenting them as usage
• serialize unavailable VRAM counters as null and render them as N/A
• retain legacy memory fields as explicitly deprecated schema aliases
• add coverage for eager and lazy sessions, sampled peaks, nullable VRAM, schema compatibility, and CLI output
