What do we do if there are two references in one reference (see image)?

Very good question and interesting find. This is a clear deficiency of the article. "Rüger" is mentioned in Footnote 8 which is not mentioned here - so very hard to infer unless the reader has read all the footnotes. So it is actually three references:
