Reduce noisy Annotator application logging

The BioPortal REST API currently emits a large number of INFO log messages during normal Annotator requests, including messages such as:

These messages are generated for routine successful requests and do not provide much value for daily operations. They create a significant amount of noise and make it harder to identify warnings, errors, and other operationally useful events.

Proposed change

Review the logging generated by the Annotator and reduce the amount of routine information logged at the INFO level.
