Hardcoded annotatorURI in annotatorProxy.properties causes deployment issues

The AnnotatorPlus WAR file currently hardcodes annotatorURI=http://localhost:8080 in annotatorProxy.properties. This breaks OntoPortal Appliances, where the API runs on a different host or port.
