use plugin version "2.4.20" (if applied) set kotlin api target to kotlin 2.1 to support older gradle we still will not apply kotlin plugin to projects automatically, the opinion is only applied if the project applies the kotlin plugin update gradle wrapper to 9.7.1 fix tests to account for the fact that gradle 9.7 no longer publishes checksums for signature files
