Linux aarch64 CUDA builds of PyTorch have apparently only been available on PyPI since PyTorch 2.11, so the PyTorch 2.10 CI wasn't actually running any CUDA tests.

Looks like it's working. And I'll see what I can do about making test_force_derivatives() more robust.
