Summary

  • Adds snapshot + meadow + garden steps for the published Federico-Tena World Population Historical Database V2.0 (DOI 10.21950/GW7SOZ) — annual estimates for all polities 1800-1938 at 1991 borders. Supersedes the 2024-01-19 working-paper Excel.
  • Adds a sibling snapshot for the F-T Quality Assessment file (DOI 10.21950/U6AANV) with per-(country, year) reliability classes A-E. Snapshot only for now; meadow/garden integration to follow.
  • The published V2 data is what we were waiting for in owid-issues#1232. WID.world and the Maddison Project have both committed to consuming F-T, which addresses the "is anyone else using it?" question.

Out of scope (follow-ups)

  • Population OMM rewire (HYDE 3.3 → F-T → 1939-1949 patch → UN WPP) — pending the impact assessment edomt asked for on the issue.
  • WID.world population series ingestion — possibly useful as a second-opinion source; not in this PR.

Testing

  • make check-formatting check-linting check-typing — all pass
  • Snapshot/meadow/garden not yet executed; ready for .venv/bin/etls ggdc/2026-05-20/federico_tena_population then .venv/bin/etlr ggdc/2026-05-20/federico_tena_population --private

- Rename namespace ggdc/ → demography/ (F-T is published by UC3M Madroño, not GGDC; demography/ matches the topical bucket used by the rest of the OMM-relevant steps).
- Drop the canonical-snapshot .py scripts; the .dvc + url_download is enough.
- Meadow now produces two tables: the main 1991-borders population series and the per-(polity, year) Quality Assessment classes (A-E, plus NE = not estimated) at 1938 borders.
- Garden harmonizes the main population table; QA table country names are kept at the source's 1938 historical borders (we expose a current_name_hint column from the parenthetical labels). Mapping QA to 1991 borders is left to the OMM consumer.

🔨🤖 Drop Gapminder Systema Globalis from new population OMM
df1d1c9 
The 2026-05-28 step is now fully Gapminder-free: SG is no longer used as
a complement source for small territories nor for former states
(Czechoslovakia, Yugoslavia, E/W Germany, the Yemens, Ethiopia (former)).
USSR is unaffected (built from successors). Also fixes the stale meta.yml
copy that still described the Gapminder-v7 source mix.

Focus for next week: missing data. With Gapminder Systema Globalis now dropped (df1d1c9), the new OMM loses every row SG used to provide. From ai/population_ft/population_ft_comparison.ipynb (§3b — for every old-OMM row sourced from SG, does the new OMM still have a value at that country-year?):

Open questions to work through:

  • Former states (Czechoslovakia, Yugoslavia, E/W Germany, the Yemens, Ethiopia (former)): rebuild from successors like USSR, or accept the loss?
  • Ireland (whole island): removed by the Gapminder v7 drop itself (not SG) — needs a decision.
  • Small territories (Guernsey, Jersey, Kosovo, St Barthélemy, St Martin, Akrotiri, South Sudan): pre-1950 points gone; aggregate impact is ≤0.07% of World, but the per-entity series now start later.

Merge branch 'master' into data-population-omm

Conflicts were confined to dag/health.yml and dag/natural_disasters.yml:

- health.yml: kept master's new GHO "latest year" reminder comment and its
  three new WHO Preventive Chemotherapy NTD steps (lymphatic filariasis,
  schistosomiasis, soil-transmitted helminthiases); kept this branch's
  repoint of measles_long_run / measles_deaths_long_run to the F-T
  population OMM.
- natural_disasters.yml: kept master's WDI bump (2026-02-27 -> 2026-07-27)
  alongside this branch's population repoint.

Also bumped the new 2026-05-28 population OMM's income_groups dependency
from wb/2025-07-01 to wb/2026-07-01, which master moved to everywhere else
(git auto-merged the sibling 2024-07-15 block but could not know about the
new one).
