bitflip in HER module seems don't work

Hi, the bitflip in HER program seems don't work , after running 100 epochs, it still outputs: Testing Agent. Avg Score: -32.0 Avg Sucess: 0.000.
the her does not make a difference, right? is there any reason for this? Thank you for answering this!

I cannot seem to make the HER program work either. No Learning.
has anyone faced and resolved this issue?
