Release scope

Publish ph-color 0.1.1 only. ph-color-bake remains unchanged at 0.1.0.

This is a maintainer-approved one-release patch-version exception because quantize_round is required by immediate downstream work and changes no existing behavior. The normal pre-1.0 minor-version rule resumes after 0.1.1; the exception and compatibility risk are recorded in CHANGELOG.md and RELEASING.md.
