P1 Node 20 installs fail

If a user runs Node 20 with npm’s engine-strict setting, npm rejects rdme because the new @oclif/plugin-plugins requires Node 22. rdme still says it supports Node 20.10 and later. Keep a plugin version that supports Node 20, or update the supported Node version and release setup.
