TODO:

• add cli tests to travis and update its conf
• create a basic cli doc in the docs
• update versions and CHANGELOG.md
• generate a man page for mcps

• i looked around, perhaps, the easiest way would be to provide the man page with the package. Similar to nose: noseman.

@remmihsorp, we have to remember to generate a usage message (i.e. simular to rustup) when mcps is invoked without arguments.
