adds a small bot (SmallBot) to the repository that allows contributors to assign and unassign themselves from issues
usage
the bot only acts on comments starting with
smallbot!, before spooling a vmif it matches, then it pattern-matches the rest of the comment
assign
assigns an issue with no assignees to the user
if there's someone already assigned, it does nothing
unassign
unassigns the user from the issue
if the user wasn't already on the issue, it does nothing
