Ruby 3.4 moved 'observer' out of the default gems, so spec jobs on Ruby 3.4+ fail to load it unless the Gemfile declares it (same reason the existing 'syslog' line is there). pupmod-simp-dconf#120 carries the line locally; this makes it survive the next baseline sync.
