Add support for Nvidia CPO OE and ELS
Description
Adds the NVIDIA SPC6 co-packaged optics (CPO) device to the CPO API factories, so
that a CPO port on an NVIDIA platform resolves to relevant cmis memory map & cmis_api instead of raising
ValueError.Motivation and Context
adding support to Nvidia on CPO factory mechanisem.
How Has This Been Tested?
unit tests + manual testing
