…laxy#3292 Every EXEC step now edges to its program/proc (13 cells). The oracle's jcl entry moves from expect_empty to a real answer key: DISPATCH->ROSPROC required, PROBEDEAD forbidden, the PARM-embedded PGM= decoy pinned via periphery. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
