Kafka Node and Rebalance Enhancements

• Migrate node and rebalance tables to new data view component (Migrate Nodes table to PatternFly Data View #2722, Migrate Rebalances table to PatternFly Data View #2723)
• Enhance node storage and partition distribution charts to new area below node listing
  
• Always display Rebalance tab, conditionally render UI to indicate when Cruise Control is not enabled
  
• Add rebalance detail page (replaces modal) to display KafkaRebalance CR spec and status information.
  
• Display broker impact information from ConfigMap associated with a KafkaRebalance CR's optimization proposal (see previous screen shot)
• Introduce Storybook tests for chart components only, restore storybook testing in CI (initial piece of Client-side React UI: Migrate or create new Storybook stories #2484)

Tested on our dev server, I think I found one small bug.

On the Rebalance Detail page -> Broker impact table. The "Find broker" search control doesn't appear to work. When I type in the first letter of one of the brokers I'm given the "No brokers match the current filters." empty state. If I try any number of matching letters of one of the broker's names it still fails to find them.

Claude found one potentially significant issue, I took a look into it and it could be relevant. Otherwise, everything LGTM.
