What was changed
Add support for projects (via
--project-id) totemporal cloud usercommands and addtemporal cloud project user list(similar totemporal cloud namespace user list).Why?
To support full usage of projects, and not just the default project used without specifying a project ID.

Unit tests. Listed users in default project and non-default project using both command forms. Set and removed a user's role in a different project. Invited a user with a project role.
