What was changed
Add support for projects (via
--project-id) totemporal cloud user-groupcommands and addtemporal cloud project user-group list(similar totemporal cloud namespace user-group list).Why?
To support full usage of projects, and not just the default project used without specifying a project ID.

Unit tests. Listed user-groups in default project and non-default project using both command forms. Set and removed a user-group's role in a different project.
