Fixes the invalid hosted-provider live-smoke workflow that was producing a zero-job failure on every main push. The runner-scoped temporary path is now evaluated inside the two steps that use it, where the runner context is valid.\n\nTracks and closes agentkernel-7fn3.\n\nValidation: actionlint v1.7.12; scripts npm test (5 passed, 1 skipped); YAML parse; git diff checks.
